Those ids are tested and it will always work fine as new map objects: 18631 - 18635.
And for new peds you can use only two IDs such as 42 (VHFYST) and 273 (LVPDM1):

You can use any of those IDs for new models such as map objects or car wheels. And you can give them any name, but for cars you must add a collision file with the same name inside the vehicles.col file. Also, there are only three IDs for new peds and three for new cars.default.ide
